Scope
With the appearance of new technologies and new services, the nature of the economic stakes in the ICT (Information and Communication Technologies) sector is continually evolving. An illustration is the soaring number of providers who base their business models on publicity instead of bandwidth selling. Following the same tendency, the power relationships have radically changed in the last decade, between the providers offering connectivity, and those managing services and user identities (content providers, cloud computing providers, social networks). While future business models and regulatory frameworks are still under discussion, the design of efficient charging methods for the variety of upcoming network technologies, including fixed networks, wireless access networks, and mobile user support, has become of paramount importance for realizing the economic potential of future convergent architectures and services.
The resulting combination of technical and economic perspectives drives many relevant research topics for application developers, business architects, network and service providers, and customers. Especially the identification of novel service charging solutions, the investigation and evaluation of their technical feasibility, and the consolidation of technical and economic mechanisms for enabling a fast, guaranteed, and efficient charging of services is of fundamental importance for the future evolution of the Internet and the telecommunications business in general, and as such the central focus of the international ICQT workshop series.
ICQT'13 is the eighth event in this series, following the highly successful ICQT workshops in Vienna 2001, Zurich 2002, Munich 2003, Barcelona 2004, St. Malo 2006, Aachen 2009, Paris 2011.
Authors are invited to submit work on issues related to, but not limited by, the following list of topics:
- Telecommunication Economics
- Monitoring, measuring, and accounting
- Internet pricing, tariffing, and billing
- Revenue sharing and economics of peering agreements
- Charging for QoS, QoE, and security
- Management of Service Level Agreements
- Pricing mobile and wireless services
- Network neutrality and charging
- Cost, business and competition models for providers
- Economical aspects of Information-Centric Networking
- Charging models, including grid, web and cloud services
- Security mechanisms for charging and accounting
- Economics of privacy
- Novel business models for green networking
Papers and Submissions
Authors are invited to submit original contributions (written in English) in PDF format, each of which will be subject to a full peer review process. Submissions should already follow the author's guidelines as specified below and must include: title, authors, affiliations, 100-word abstract, and a list of at most five keywords. The corresponding author should be identified, including name, position, mailing address, telephone and fax numbers, and e-mail address. An electronic, PDF-based submission of papers is mandatory.
Submissions will be handled through the EDAS submission system: http://www.edas.info/newPaper.php?c=14389. Submissions will be limited to 6 pages, in IEEE 2-column style. In preparing their manuscript, authors are obliged to follow the IEEE guidelines strictly and without exception, including the 6 page limit. Templates for the submissions are available at:

Important Dates
Deadline for submissions: May 5, 2013. All papers have to be registered by April 28, 2013. Notification of acceptance: July 20, 2013. Camera ready version: August 4, 2013. Workshop: October 14th, 2013.
